Subject: Representation for Implementation of Directorate Letter No. W-04/5/2020-SPN-I dated 16.05.2024 – Parity and Arrears for Officials Recruited Against Vacancies (Prior to 2009) in 2009/2010 – Case of [Your Division] and Non-Construal of Training Period as Duty.

I, presently working as ……… at ………., am writing to you with utmost respect and concern regarding the non-implementation of Directorate Letter No. W-04/5/2020-SPN-I dated 16.05.2024 in my case treating the training period as service and drawal of pay and allowances for the training period. This letter addresses the parity and arrears for officials recruited in 2009/2010 against backlog vacancies that existed prior to 2009.
My case is directly affected due to non adherence of the following directives and clarifications issued by the Directorate:
• Directorate Letter No. 60-9/2010-SPB-I dated 10.11.2010: This letter establishes the eligibility of PA/SA direct recruits selected against 2009 & 2010 vacancies to draw full pay and allowances during their training period.
• Directorate Letter No. 60-9/2010-SPB-I dated 30.12.2010: This clarifies that the training period's duration is determined by the circles, and all candidates are entitled to regular pay and allowances from their joining date.
• Directorate Letter No. 60-9/2010-SPB-I dated 3.9.2011: This extends pay eligibility to candidates in PTCs who are directly deputed for training, ensuring uniformity.
• Directorate General Letter dated 19.4.2021: This reiterates the applicability of the above clarifications to all circles, treating them as general directives.
• Directorate Letter No. W-04/5/2020-SPN-I dated 7.10.2021: Addressed to CPMG Telangana Circle and circulated to other circles, this letter explicitly states that candidates selected for backlog vacancies prior to 2009, along with 2009 & 2010 vacancies, are eligible for regular pay during induction training.
• Directorate Letter No. W-04/5/2020-SPN-I dated 16.05.2024: This letter formalizes the parity and arrears for the affected officials.
I was recruited through the direct recruitment examination conducted in [Year of Examination] against a vacancy that existed prior to 2009. As per the aforementioned Directorate letters, I am entitled to be treated at par with other officials recruited through the same examination regarding pay, seniority, and other benefits.
However, the directives of Directorate Letter No. W-04/5/2020-SPN-I dated 16.05.2024 have not been implemented in my case.
Therefore, I respectfully implore you to take immediate action to rectify this injustice. Specifically, I request the full implementation of the directives outlined in Directorate Letter No. W-04/5/2020-SPN-I dated 16.05.2024 in my case, granting me the parity in pay, seniority, and all other benefits as stipulated within. I further request the calculation and release of all arrears owed to me from the date of my initial appointment. Additionally, I urge you to consider my training period as duty for all service-related benefits. Finally, I request the issuance of necessary orders to rectify these discrepancies, ensuring I am treated fairly and equally with all other officials recruited through the same examination. I am attaching copies of my appointment letter and any other relevant documents for your reference.
