Subject: - 'Feedback on PFRDA (Unified Pension Scheme) Regulation-2025

Respected Sir/Madam,
    With reference to the notification No. FX/1/3/2024-PR dated 24.01.2025.The following feedback is submitted herewith for welfare of employees and pensioners. The same may please be considered in favor of the employees by incorporating in Pension Fund
Regulatory and Development Authority (Unified Pension Scheme) Regulations, 2025.

1. Lumpsum payment must be paid to the employees for the employee contribution + GPF rate of interest from time to time on his/her retirement along with pension as per UPS scheme. At par with GPF scheme, withdrawals must be allowed from Government employees contribution+ GPF Interest from time to time for the emergent need of the employees.
2. Vide DOPT OM No.No. 2/9/2017- Estt.(Pay-II) dated 9.10.2020, in old defined pension scheme 18% of Basic Pay + DA should have been paid by foreign employer as pension contribution w.e.f 1.4.2019. So bench mark corpus should have been fixed based on the 18% of Basic Pay + DA of the employee for their over all service period. After fixing that any amount more than benchmark corpus should have been repaid to the employees along with GPF interest from time to time for default choice opted employees and for active choice it should be from accumulated pension corpus minus bench mark corpus
3. Under auto choice in managing the pension fund, market inflation should have been beared by the employer. Bench mark corpus should have been beared by the employer if corpus amount faced down fall due to marker inflation.
4. Minimum qualifying service should have been reduced to 20 years instead of 25 years at par with old pension scheme.
5. On the death of family pensioner, benchmark corpus amount should be transferred to dependent immediately.
6. Extension of family pension benefits as per the definition of family as in CCS pension rules 2021 including to the disabled children after spouse demise.
7. I strongly oppose the pension benefits from the superannuation date instead of VRS date. So Pension should have been paid from the date of VRS for the livelihood of the VRS Employee.
8. Minimum pension should be revised as per the recommendation of every Pay commission in future.
9. If VRS is taken on the medical ground then both compensation job to the family member and pension to the VRS employee should have been paid.
10. At the age of 70 years, 75 years, 80 years, 85 years, 90 years, 95 years and 100 years, etc Pension should also be increased by 60%, 65% 70%, 75% 80%, 90% and 100% respectively to the age of pensioners as mentioned.
11. Provision of payment of Fixed Medical allowances /CGHS benefits to be considered at par with Old pension scheme.
12. The seizure on exercising the option to UPS ‘only once’ should be removed and the employees are allowed to decide their   option two times. Initially at joining in service or 1.4.2025 as the case may be and final option  at the time of retirement.
13.     Immediate Transfer / payment of Individual corpus to employee in case of resignation without prescribing any limits.
14. Dearness relief should have been paid on Eligible pension not on reduced pension which may be paid proportionately to the Benchmark corpus.
15. If the death of the employee occurs before superannuation, the pension must be paid to the family in accordance with CCS Rules (implementation of NPS)-2021.
16. Pension is every employee's right. So the word PAYOUT must be replaced with PENSION in Pension Fund
