6. Training period will be treated as duty for drawal of increment


Training periods for regular appointments, whether on stipend or otherwise, are considered duty for increment purposes. 

This applies retroactively to government servants who underwent such training on or after 1.1.1986. 

Pay benefits for this period are admissible notionally from 1.1.1986 and on an actual basis from 1.10.1990.

In case where a person has been selected for regular appointments and before formally taking over charge of the post for which selected person is required to undergo training, training period undergone whether on remuneration of stipend or otherwise may be treated as duty for the purpose of drawing increments.

The benefit of treatment of such training as duty for the purpose of increment may be allowed in the case of those Government servants also who had undergone such training on or after 1.1.1986. However, in such cases the benefits of counting period for pay will be admissible on notional basis from 1.1.1986 and actual basis from 1.10.1990.
