14. Stepping up of pay of a senior on promotion to a higher post - anomaly as a result of the application of F.R. 22 (1) (a) (1) –
In such cases, the pay of the senior employee in the higher post shall be stepped up to a figure equal to the pay as fixed for the junior employee in that higher post. The stepping-up should be done with effect from the date of promotion or appointment of the junior employee.
The essential condition of such stepping-up is:
(i) that both the senior and junior employees should belong to the same cadre, and are working on the identical posts before promotion;
(ii) that they should get a promotion to the higher posts belonging to the same cadre or identical scale;
(iii) that the anomaly should be directly as a result of the application of F.R. 22(1) (a) (1); and
(iv) that the junior was not getting higher pay in the lower post from time to time by virtue of grant of advance increments.
Note: The next increment will fall due after completion of the normal qualifying period of 12 months from the effective date of stepping up. (Now this has been changed as six months in one year)
Competent Authority - The authority competent to exercise powers under FR 27 is competent to sanction stepping up of the pay of the senior and the sanction shall be issued under FR. 27
