112. Whether promotion can be enforced in the event of refusal of promotion by an official?
Yes. If the reasons given by the official for refusing promotion are not acceptable to the appointing authority, the promotion may be enforced. If he still refuses promotion, even disciplinary action may be taken for refusal to obey the order.

113. What is the period of validity of DPC Panel?
The panel for promotion drawn by DPC for selection posts will be valid for one year. It should cease to be in force on expiry of a period of one year and six months or when a fresh panel is prepared whichever is earlier.

118. Under what circumstances, the due promotion to one official shall not be considered?
(i) Government servants under suspension,
(ii) Government Servants in respect of whom disciplinary proceedings are pending, and.
(iii) Government servants in respect of whom prosecution for criminal charge is pending.
Except on the above three reasons, promotions cannot be withheld

119. Whether DPC member for promotion or selection may be a close relative of any candidate?
No member of DPC who is closely related to any of the officials whose promotions are to be considered should take part in the deliberations of DPC.
