Regarding Issues with LSG, HSG-II, HSG-I, and NFG:
(A) NFG for HSG-I Postmasters:
As per the Postmaster Grade Merger Committee's recommendations, Non-Functional Grade (NFG) should be provided to all HSG-I Postmasters with two years of service. However, this has not been implemented. Since NFG is a form of financial upgradation, it should not be tied to specific posts. Therefore, NFG must be granted to HSG-I officials who have completed two years of service in the cadre, irrespective of the post they hold.
(B) Grade Pay of Rs. 5400/- for HSG-I (NFG) Postmasters:
The 6th Pay Commission recommended that a Grade Pay of Rs. 5400/- be awarded to officials who have completed four years of service in the Rs. 4800/- Grade Pay. This benefit should also be extended to HSG-I (NFG) Postmasters who have completed four years in the Rs. 4800/- Grade Pay, just as it has already been implemented for ASPOs and AAOs in the Department.
(C) Notional Increment on Promotion for LSG/HSG-II/HSG-I Officials:
All LSG, HSG-II, and HSG-I officials should be granted one notional increment upon their regular promotion, as they are taking on higher responsibilities. This will ensure that officials who are promoted are not drawing the same pay as those who received a MACP (Modified Assured Career Progression), thus recognizing the added responsibilities of the promoted officials.
(D) Relaxation in Recruitment Rules (RR) for HSG-II and HSG-I for 2024:
The Department has previously relaxed the Recruitment Rules (RR) for HSG-II and HSG-I promotions in 2024, as referenced in Letter No. X-4/2/2020-SPN-II dated 24.01.2024. Despite this, the goal of filling most of the posts remains unmet. It is requested that the Department extend this relaxation to continue filling vacant posts and consider changing the crucial date for qualifying service from 1st January to 1st April, as was done previously (vide Letter No. W-17-16/2021-SPN-I dated 20.09.2021).
To resolve the issue of vacancies, we request a one-time relaxation to fill all vacant HSG-II and HSG-I posts. Additionally, all vacant LSG posts should be filled by convening a special Departmental Promotion Committee (DPC) and relaxing the necessary conditions where required.
