Sub: -Increase in Working Hours - Cascading Effects - Reg.
Ref: - Post Office Regulations - Reg.

Post
Office Regulations 2024 were published through a Gazette dated 16-12-
2024 coming to effect from 16-12-2024. My federation wish to bring some
issues regarding implementation of the Regulations.
Many
of the Regulations are moderate but the regulations like increase in
Business Hours had cascading effect on many issues. Business Hours are
increased from 5 hours to six hours. It will have cascading effect on
the following.
Transmission
of Mail: Mail Transmission Schedules to be revised basing on the
revised business hours. Due mail and sorting lists, MMS Schedules need
to be revised and in some case modes of transmission also to be
reviewed. It is to request to complete the process within stipulated
time for convenience of staff and public service.

Days Week:- Now consequent on increase of Business hours, the Operative
offices function like banks and other financial institutions from 10 am
to 4pm with closing hours at 6pm or 9 am to 3pm with closing hours at
5pm and the actual working hours increase beyond due technical resources
and problems. It has been demanded by the operative office for 5 days
week like administrative offices of our department and like banks, other
financial institutions. Here the concern of mail delivery is also an
important aspect but a comprehensive decision with 5 days week for
Financial Transactions and other operations except mail operations is
also possible. Mail operations may be continued for 6 days a week
keeping in view of Delivery of articles. Hence a cross table discussion
may please be arranged to discuss proposals for implementation of 5 day
week without any disturbance to mail operations.
Mail Delivery: Delivery of
mail/e-Commerce items/on demand articles on Holidays may be introduced
with special tariffs in identified Towns and Cities. Willing Delivery
Staff and Staff also may be brought on to duty with additional lucrative
incentives/ honorarium for this purpose.
Cash
Management: Cash Management of Post Offices is being majorly with
Banks. If the Business hours close by 4pm the excess cash remittance or
drawl of cash from cash is major issue to be focused reviewed. In this
Cash Office to be permitted to retain excess cash thru order as in
almost cases the consolidation of total cash lying in an office will be
arrive around 5pm and the closing hours of banks will be between 4pm
5pm. Many Banks restrict the transaction in heavy amounts and from Govt
Organizations up to 3.30 to 4pm itself might be keeping in view of their
closing hours. The major issue in this topic is conveyance of cash from
a C Class office to the cash office is cumbersome process.
This is a major concern of cascading effect of increase in business hours.
In
fact, there is another issue involved in this topic like additional
credits procedure in Post office Rules and increase of maximum cash
balances of the offices. Maximum Cash balances of office have not been
reviewed or increased keeping in view of their requirement of the
offices. The concept of initial credit and obtaining additional credit
from the Head Post Office are apt procedure in present trends and need
to be winded up.
The
rules and procedures related to excess cash balance memos (ECB) and
weekly statement of balances are to be keenly reviewed consequent on
adoption of the software like SAP and upcoming modernized software as
the assessment of requirement of cash and details of balances can be
fetched at any stage of administrative office for review.
Hence
it is to request to focus on these, issue and conduct a separate
meeting with the stakeholders to arrive alternate procedures and
solutions in favour of public service and effective operations of the
post offices.
