Action to be taken on anonymous / pseudonymous complaints

No action should be taken on anonymous / pseudonymous complaints. These complaints should simply be filed without further action.


The CVC has observed that some departments and organizations have been taking action on anonymous complaints, which violates the guidelines issued by the Department of Personnel and Training (DoPT) and the CVC. Non-compliance with these guidelines is taken seriously by the CVC. CVC Circular No. 12/09/20 dated 24.09.2020
 
If a pseudonymous complaint is received, the department should attempt to verify the complainant's identity and the authenticity of the complaint. This involves sending a request to the complainant for confirmation.
 
If there is no response from the complainant within 15 days of the initial contact, a reminder should be sent. After an additional 15 days, if no response is received, the complaint can be considered pseudonymous and filed accordingly by the concerned department or ministry.
