 Subject : Non-payment of wages to substitutes working against vacant GDS posts - reg.

Sir/Madam,
This office is in receipt of grievances from unions/individuals regarding delay/non-payment of wages to substitutes working against vacant GDS posts.

2. It has been informed that the prime reason for delay in payment of wages is the pendency of approval of substitute arrangement beyond 45 days/90 days by the competent authority at Regional or Circle level. In view of this the Unions have suggested to review the present instructions by delegating the powers to approve substitute arrangement up to 90 days at Divisional level itself.
 
3. In view of this, the comments of the Circles are invited as to whether the approval of substitute arrangement upto 90 days/180 days for all vacant GDS posts may be delegated at the Divisional level. While suggesting the number of days, the Circles are also requested to specify the reasons for the same to examine the matter comprehensively. The comments may be sent to this office within a fortnight.

4. In addition to the above, the Circles are also requested to furnish a report in the annexed format in respect of number of substitutes against GDS vacancies, whose cases are still pending in Circles/Regions for approval of substitute arrangement beyond 45/90 days and one year, as the case may be, in the given format in Annexure-A.
