If a Government employee (increment due on Jan 1st) is on leave on 1st January 2025, will it affect the increase in pay??

If a Government employee (increment due on Jan 1st) is on leave on 1st January 2025, will it affect the increase in pay??

Ø According to DOPT OM No.16/13/88-Estt (Pay) dated 16.02.1989,  if a Government servant whose increment due on Jan 1st remains in EL/Commuted leave/HPL / LND/Maternity leave/CCL / EXOL he/she will get increment only from the date of joining after expiry of leave

Ø Actual date of next increment will be unaffected

Ø For example if a Government employee remains EL from 28.12.2024 to 06.01.2025, he will get increment w.e.f only from 07.01.2025 ( Date of joining after expiry of leave)

Ø Casual Leave on Jan 1st will not have significance over grant of benefit of increment. Government employee having increment due on Jan 1st can avail CL on Jan 1st and he will get increment from Jan 1st.
