Sub: Regarding clarification of DA admissible to employees in the case of residential Government sponsored training programmes.
Madam/Sir,
This office is in receipt of various RTI and other requests from individuals/Circles seeking clarification admissibility of DA admissible to employees in the case of residential Government sponsored training programmes.
2. In this respect attention is drawn to the decision no. 4 below Rule 164 of FR & SR Part-II, which provides that while government servants deputed to undergo a course/training in India, they are entitled to traveling allowance/daily allowance. If the period of training does not exceed 180 days in duration and if the pay and allowances of the officer deputed for training have not been increased to meet the expenses of training, he is allowed traveling allowance as on tour, i.e.,

(i) full DA for 180 days only when boarding and lodging are not provided
(ii) first 30 days full DA and next 150 days half Day, where boarding and lodging facilities exists.
Further, rates for daily allowance applicable are prescribed in the Department of Expenditure OM no. 19030/1/2017-E.IV dated 13.07.2017. Accordingly all concerned are requested to settle the TA/DA claims of the officials/officers on training in accordance the aforesaid rules/instructions.
This issues with the approval of the competent authority.
