Sub.: Instructions in connection with opening of POSB Basic Savings account
(Zero Balance) for school children as per MoU between DOP and Directorate of
School Education-reg
This is in connection with opening of POSB Basic Savings account for school
children as per MoU between DOP and Directorate of School Education. In this
connection, the following instructions may be scrupulously followed.
1. Account opening form should be completely filled in and signed by parent.
Concerned official may provide guidance in filling up the AOF.
2. If IPPB account could not be opened due to biometric issues or another
reasons, POSB account may be opened for the student.
3. Suitable instructions may be given to the Counter PA to open the Basic
Savings Account under welfare scheme code "TNEDU". Accounts that were
not opened under the said scheme should be modified and brought under the newly
facilitated ID.
4. Documents required for opening POSB Basic Savings Account for School children who are below 10 years of age are as follows.
(1) Aadhaar of student
(ii) Aadhaar of parent/guardian
(iii) PAN of parent/guardian
(iv) Passport size photo of parent/guardian
(v) AOF duly filled in
5. If Aadhaar is not available for student, suitable guidance may be given to
the student to visit nearest Post offices for aadhaar enrolment and enrolment
ID to be submitted.
6. If PAN card of parent/guardian is not available, Form 60 can be collected
from the parent and account may be opened. At no circumstance, opening of
account shall be declined on the issue of parent not having PAN card.
7. If photograph of student is not available, account may be opened as photo of minor is not mandatory and only optional. Photo of parent/guardian should only be ensured for account opening.
8. Additional checks to be made during account opening.
a. Aadhaar seeding process should be mandatorily done in CMRC menu with newly
opened Basic Savings Account. If Aadhaar seeding process is not done, DBT would
be returned which could lead to public complaints.
b. After the account opening and aadhaar seeding process is completed, the data
may be provided to the Head of the School for updating the account details in
School database for getting the scholarship benefits.
c. Google spreadsheet should be updated daily before 17:00 Hrs for monitoring
the
progress in account opening.
9. In order to enable account opening during weekends/closed holidays,
officials may be deputed and eligible allowance may be given.
